Thanks for checking this post, there is my issue faced.
When our team designs reports, we want to allow different users to use them based on different reports, so we want to set the analyze in Excel function in each report(some will open, some will close, and maybe only allow for some users) (Workspace, Apps). How do we set it up?
In addition, we also want to know about the AIP restrictions on sensitive labels. We will change the published report to "Restricted" on the Power BI Service, but the Workspace owner who also has Admin permissions cannot open the downloaded report(on PBI desktop). How should we solve it? I want to use AIP restrictions but people with workspace permissions can still use the report when download report documnet?

For your first question , only want some of the users to use Analyze in excel . They must have Build permission to the Power BI semantic model or have at least a Contributor role in the Power BI workspace containing the semantic model. So you just have to give those users the appropriate permissions. You can refer to this link below for more details.
