We have published a report in Premium capacity work space where report has RLS . This Report has given view access to user who has only free license . Same user has also got workspace view access.
However, Anlyze excel option greyed out. is this beacuse free license user can not access analyzer in excel report with RLS.
We did tried various tenant settings to enabled " Enabled for the entire organization" for both analyze in exel and export in excel etc. all good
Also This workspace has premium capacity and any free user can access reports even with RLS in analyze excel feature as per documentation.
Is this bug or free license user can not access Poweer bi RLS feaature even though workspace with premium capacity
Please let me know if any thing which i am missing or other things which i need to try.

Thast exactly I have tried earlier to add build permisssion this way which does enbales anlayzer excel. But RLS not working with analyser excel where this free user can see all data in analyser excel.
It does not look analyser in excel with RLS , not avaiblee for free users or potential bug from Micrsofot.

Thanks for your response and tried that option as well to add build and write as well earleir . both enables excel analyzer option for free license user .However, RLS not working where build or write permission gives access to full data of data model.
We are trying to use RLS with anlysrer excel to restirct data for free license user. for that reason given view access , but it is not giving option to anlyser excel. whereas build gives anlyzer excel option, but RLS not working for analyzere excel.
Please let us know if we can try somehting else. I think i have tried all options and settings. none works with this scenaraio.

Does the free user have "build" rights to the dataset ?
On the dataset, go to "Manage Permissions"
Then in "Direct Access" select the three dots next to the users you want to change and "add build".
"Build Rights" on the dataset are required to enable "Analyse in Excel". The option should now be available for the user.
