Alert with RLS

Hello,
I have an application with Role level security.
I have managers in my data, each with an objective to reach.
I'm looking to create an alert that sends an email if, for example, the objective is reached?
Also, i need to set up it for them

Thanks you

(i tried Metrics but its seems not applicable with RLS)
