Add tile+ button is missing from Power BI Service

Hi experts!
I want to add a video from YouTube to my report but I could not found the Add tile+ button in order to add Movie to report on Power BI service.

I've tried to follow the following YouTube instructions:

And Microsoft documentation page:

https://docs.microsoft.com/en-us/power-bi/service-dashboard-edit-tile

But as says, could not locate the Add tile+ button.

To where this button moved to?

"Add tile+ button" is on the dashboard, while your screenshot is a report page.
