Access issues with .rdl report in App on Power BI Service

We currently control access for most of our Power BI reports via Apps. We recently had a need for a printable report that seemed like a better use case for Power BI Report Builder rather than something built in Power BI Desktop. I've published the .rdl report that I built in Power BI Report Builder to an existing app workspace, and I've given access to one of the app audiences. The issue I'm running into is that anybody who only has App access permissions in the workspace is getting an error when trying to load the report within the App. The administrators of the workspace aren't having any issues viewing it.

 

Here is how this report was set up:

  • I created the .rdl report in Power BI Report Builder and published it to an existing app workspace.
  • In Power BI desktop, I added a Paginated Report visual and connected it to the published .rdl file.
  • I added the new content to the App and gave one of the Audiences in the app access to view it.
    • (for most users, we control access by adding users or groups to app Audiences and we do not give them direct access to the workspace)
  • When these users try to access the report, they get the error in the attached screenshot (the "See details" didn't give much more useful information and just mentioned that either the report might no longer exist or they might not have access).

Is this a known issue when including .rdl reports as part of an app? Are they only supposed to be visible for users with direct access to the workspace?

I ended up resolving this issue by adding the .rdl report directly to the App. Previously, I had been trying to use the Paginated Report visual to connect to the report, and it seems that something weird happens with access restrictions whe using that. Directly adding it as a separate report within the App worked fine, though.

Please check report URL and it looks like they are accessing the different report.

The users who are having trouble accessing this are using the same exact URL as what I'm using. They're not able to access the report, but I am.

You can provide report access to one of the user and see whether he will be able to access it from app or not.In addition you can check this-

Ensure the .rdl (paginated report) is included in the app's content for the intended audience:

  • In Power BI Service, go to the app > Edit app > Audience settings.
  • Verify that the paginated report is selected for the audience.
  • Republish the app after making changes.
