View private reports without a license

Hello, I need to share reports with my co-workers so they can only VISUALIZE, but not edit. I know I can do it with a public publication, but the information is confidential. How can I do so that they can see specific people without a license?

Honestly,  10 a month for a PBI pro license per user is not a big price to pay if this information is private and worth sharing.

I guess another way to do it would be to send a PBIX around,  but that is just not very practical.
