Unable to upload report file due to newer version

I cannot upload a new version of a .pbix file.

It says that the version if new or includes component parts that are not compatible.

Correct - you should be using the version of Power BI desktop that matches the release of the server version you've installed.  So for March 2018's release, you should be using that version of the server and desktop for your reports.
