SQL Server EE + SA pro user For PBIRS

We are going to acquire 4 pack of SQL Server Enterprise + SA in order to get PBI RS access -   Do we need to get Power BI pro users as well ( 9.99 USD per user) in order to have Report creators or On-prem solution (PBIRS) doesn't require pro users?

A Pro license is not needed to upload to the report server in PBIRS
