Why Fabric F64 is worth considering:
At F64 and above, all report viewers are free they don't need individual Power BI Pro licenses. For a 300-user deployment, this alone can offset the capacity cost and make Fabric significantly more cost-effective than licensing 300 Pro seats, while also giving you a future-ready path to cloud, AI, and Copilot features alongside your existing PBIRS.

For a single Power BI Report Server (PBIRS) deployment by one experienced consultant, the effort typically looks like this:

If you’re setting up High Availability, load balancing, migration from SSRS/PBIRS, or integrating with enterprise security, the effort usually increases to 7–15 person days.
Licensing and cost for 300 users:
Power BI Report Server is not licensed per user. Whether you have 50 users or 300 users, the number of viewers does not determine the PBIRS license cost. Licensing is based on the server/capacity. Microsoft currently offers PBIRS through:
- SQL Server Enterprise Core licenses with eligible Software Assurance (depending on SQL Server version), or
- Microsoft Fabric F64 (or higher) reserved capacity.
Therefore, there isn’t a “300-user Power BI Report Server license” to purchase.
The only additional per-user licensing you may need is:
- Power BI Pro licenses for report authors/publishers (depending on your licensing model).
- Viewers accessing reports on PBIRS generally do not require Pro licenses under the SQL Server licensing model. Publishing Power BI reports may require Pro depending on the licensing scenario.
