Would i be able to upload reports from client power bi (October Version) to the server (September Version).
or i should wait untill the server will be available for download for October Version as well.

You might be able to, but chances are you will break something as the October desktop will have new features that the Sept version does not know about. When using PBIRS you should always use the version of PBI Desktop that is aligned with the PBIRS release.
For the Sep release you can find that here

There will not be an Oct release of PBIRS. PBIRS is only released 3 times a year, Jan, May & Sep
