Report Builder output not grouping correctly

I've tried to use a small dataset to get the results I want before applying the same idea with a larger dataset that involves more complex SQL queries in report builder to group the outputs. The report outputs and groups the records correctly in the smaller dataset test report as shown below by region, however when I try it with a larger dataset with sql queries, it outputs like this.

I'm trying to understand how to get it where the region label(blue row) appears once without repeating just like it does in the smaller dataset report. I know I can remove the region row altogether to not have them repeat but I would like it to appear once so it can act as a cover sheet before printing each record out associated to that region just as it does in the smaller dataset.

I've attached images of the reports along with the subreports as well as the output report files
Please let me know if I can supply anymore information to make it clearer

 

The report below outputs ideally the structure of the report I'd like where it groups the rows of the subreport rows by area and only prints the area location once and groups the subreport rows together.

Larger Dataset Report (Report Builder)

Report not grouping desk area like in the test report above. 

Would like it to print the desk area location once to act as a cover page and then print the subsequent subreport rows underneath per desk.

Do not want it to print desk area for each ID associated with the desk area.

Would like just one output of "Coastal-Brunswick" following by just the ID's printing row by row underneath the desk area.

In this report, I changed the parameter to reference the desk instead of the ID field, hoping it would group them correctly.

I do not understand how report builder is grouping the ID's based on the parameters I'm passing to them

Your blue row and the subreport are both at the detail level (you can tell this by the 3 horizonal lines in the grey row headers. You should create a parent row group and use the [DESC] column for grouping and put the blue row in that group.
