Does anyone know if it's possible to set up powerBI report server on a VM? All tutorials I've come accross for setting up a PBIRS demonstrate installation only on a local computor.

In the VM you can download the Report Server and install the normal configuration as if it were on a physical machine. This is the download report server address:
Install Power BI Report Server - Power BI | Microsoft Learn
Note that you need a SQL Server database engine that you can use to store the report server databases. You can configure it after installation. After installation, use the database engine to configure Reporting Services. Specify the web service URL and web portal URL used to access the report server and reports.

Yes. That is not a problem. Please ensure that the VM you are using meets the minimum requirements regarding CPU and memory.
