PowerBI Report Server without Premium

A license to Power BI Report Server requires content creators to have Power BI Pro licenses, but all other users in your organization can view them without any additional charge.

Why is the way you're feeling relevant? Look at total cost of ownership and compare. If you're worried that departments won't use them because of the cost, add some Power BI Pro license costs to your project budget and reserve them for these users.

I have a similar scenario, actually I have my Power BI Report Server licensed through SQL Server Enterprise with SA and 2 Power BI PRO licenses for developers, according to this there will be no need to get any more Power BI PRO licences for my end users when consumig the reports via report server, right? There is a chance that some end users will consume reports through an iframe in Dynamics CRM (on prem) , will this still work the same? or in this scenario I will need to consider additional Power BI PRO licenses for those end user who'll consume reports through CRM? Thanks in advance!
