PowerBI Report Server without Premium

Why is the way you're feeling relevant? Look at total cost of ownership and compare. If you're worried that departments won't use them because of the cost, add some Power BI Pro license costs to your project budget and reserve them for these users.

Thanks for pointing out the typo. You are right that I meant to say without Premium and I've corrected it.
Feeling is not relevant and I shouldn't have used that word. I should have said that we would like to avoid the cost if there is a technical solution that would allow us to. I am trying to look at the total cost of ownership. In order to do so, I'm asking these questions.
My main question is whether non-Pro users could view reports on Report Server. It sounds like they can.
