Power by and Power Automate
It's likely a safety feature, because using the button requires authentication and there is no authentication going on in viewing something that's published to the web. It's not designed to be used the way you're wanting to use it.
There is not a function I'm aware of that will let you "download all dashboards in PDF" - there's subscriptions with paginated that will let you put a single report in a PDF, or you can hand-craft a PDF in Power Automate, but not export all dashboards.

The Power Automate button doesn't appear on published dashboards, and this issue can be due to a number of reasons. One common problem is related to data filters1.Sometimes, data filters don't update automatically, so data may be filtered out in the dashboard.Another problem may be related to the Power Automate button not working with embedded Power BI reports. Using Power Automate to download dashboards in PDF format, Power Automate can really help automate the process of downloading Power BI dashboards as PDFs. However, this requires the use of the Power BI REST API, for which Power BI Premium may be required. You can check the following post:
