You want to know the limitations of power bi mobile layout in case of power bi on premises deployment. So I have some suggestions:

    1.Tooltips: On the mobile layout canvas, tooltips are disabled. 

    2.Metric Visuals: Unfortunately, metric visuals are not interactive on the mobile layout canvas.

    3.Size and Position Settings: Unlike other formatting settings, size and position settings are not inherited from the desktop layout. Therefore, you won’t see a change indication on these settings.
