Power BI report external user sharing failed

Hi All,

I have a question which is Im trying to share a report to an external client. He/she has no power bi account or even pro license at all. But I have already added he/she into my Microsoft Entra external user pool. When he/she received and open the report link I sent. This is the error the user encounter.
How should I do?

Thank you for engaging with the Microsoft Fabric Community. To share content inside or outside your organization, you need a Power BI Pro or Premium Per User (PPU) license. Additionally, your recipients must also have Power BI Pro or PPU licenses unless the content is in a Premium capacity.
