Power BI Report Server using SQL Server Enterprise Software Assurance

I've read the paper "Planning a Power BI Enterprise Deployment" by Chris Webb and Melissa Coates regarding Power BI Report Server. The following is stated:

  • "Via SQL Server Enterprise Software Assurance (SA). Customers with an existing SQL Server Reporting Services (SSRS) implementation may elect to migrate an SSRS server to become a Power BI Report Server [..]. With this method, customers may publish to the on-premises Power BI Report Server only (i.e., a corresponding Power BI Service subscription is not authorized).

Question 1) Does this mean it's not possible to use Power BI Service in combination with Power BI Report Server - Software Assurance addition?

Also,

  • "Power BI Report Server does not require a separate SQL Server license unless you intend to use other components such as the SQL Server database engine or SQL Server Integration Services."

Question 2) I have a SQL Server with 8 cores and a corresponding SQL Server Enterprise Edition 8 core license with SA. Am I allowed to use this machine to run a SQL DB, SSIS and Power BI Report Server? Or do I need to buy an additional license specially for Power BI Report Server? Does Power BI Report Server requires a dedicated Enterprise License with SA?

My understanding of Question #1 is that you have a license to use RS but you can also use the Service as part of your license. They are not exclusive.

For question #2, not exactly sure.
