Power BI Report Server or Shared Workspace in Federal Clouds (GCC, GCCH, DoD)

Hello, Federal Power BI Admins, Designers, and Users,

Are you sharing PBI reports with other users in your organization via a shared cloud workspace or on-premise report server in the GCC or other Federal clouds?

I would love to hear what you had to purchase outside of your Federal cloud setup.  To put it another way, did you just have to buy a PBI Premium license for one designer/publisher or a tenant Premium site license to share with other consumers/users?

For sharing Power BI reports, each user who needs to consume the reports must be assigned either a Power BI Pro or Power BI Premium Per User (PPU) license.

If your organization opts for Power BI Premium (capacity-based licensing), you can share reports with users without requiring them to have a Pro or PPU license, as long as the content is published to a Premium capacity workspace. However, access to the admin portal and the ability to publish content still requires a Pro or PPU license.

Power BI Report Server: If your organization prioritizes data governance and needs to keep the reports on-premises, Power BI Report Server is a viable option.

Shared Cloud Workspace: For a more collaborative environment, using Power BI Service with a Pro or PPU license in a federal cloud setup allows for efficient sharing and collaboration.

So, regarding the Shared Cloud Workspace, can one share Power BI reports via an app/dashboard and only a Pro license?  If any guidance exists for this scenario on the interweb, can you please post the link?
