We have all our reports connect to data on our server which has SQL server on it.
We have an on premises gateway on our server for the reports to link to the server.
Do we also need azure or is azure something different?

So our on premise gateway is on our SQL server which is on a network.
All of our current reports go through this on premise gateway and refresh through this.
i am getting told that azure then works with the on premises gateway. however i thought azure was a cloud database totally seperate to the on premisis side of things

Don't do that. They will fight for compute and memory resources. Use a separate VM.
You don't need a gateway for an Azure data source UNLESS you are trying to merge it in Power Query with an On-Prem data source. In that case your Azure data source MUST refresh through the gateway. So - avoid at all cost.
You posted this in the Report Server section. Report Server is for on-premise consumption. Please confirm your setup.
