Power BI Report Server lock Publish button

Hello all,

With the new update of the Power BI Report Server there is the possibility to migrate the reports to the cloud with one click on the button "Publish". Is there a possibility to lock this button. We want to prevent that reports are thus migrated to the cloud and thus the data also ends up in the cloud.
