Power BI Report Server for partners

Is it possible to get a power bi report server key as a microsoft partner? We are always getting the latest version of SQL Server Enterprise but we since we are partners we do not really have software assurance. So how can we get a license key?

Btw. will the report server be included in SQL Server 2017 without software assurance?

Power BI Report Server is available through Power BI Premium or as a Software Assurance (SA) benefit for customers with active SQL Server EE with SA licenses.
