In the Power BI Report Server, there is an option to create a new data source on the server.
Can any of the published data sources be used by reports published to the report server?
If not, then what is the use case for these published data sources?

They're used for paginated reports (e.g. SSRS reports). You cannot use them for Power BI reports.

Yes, you can use shared data source (stored on PBIRS) for paginted reports in Report Builder.
