Power BI Report Server Licensing

Hi, is Power BI Report Server included with SQL Server Enterprise Edition with Software Assurance? So, unlimited # of users can use this? We would not need Pro at all?

As far as I know that is correct. Only users that need to publish need to have a Pro account.
