On-Prem without cloud

Hi, 

we are currently evaluating PowerBI and are impressed so far. Since we would need to share reports we would at least need the Pro licences. But we have the problem, that we need the reports behind our firewall, to we need Premium for the report server. But in premium is at least the P1 cloud tier included - but wee don't need it. 

So the question is: Is there a possibility to have Premium without cloud?

If you just want Report Server, if you own SQL Server Enterprise with SA, then you get Report Server. This negates the need for a Premium Instance if all you are doing is wanting to run local.
