.NET SDK vs. Powershell vs. REST APIs for automation

Dear Community,

 

I am trying to automate these workflow from our back-end:

 

1) Create a workspace and assign the right users to it

2) Upload a .pbix file from a local location to Power BI server in the workspace that is created in the previous step (pro account is available) 

3) Feed the .pbix file with new data and refresh the report(s) / dashboard(s)

4) Publsih the report(s)/dashboard(s) as an app and get the link

5) Share the app link with my users (who can have access to the app)

 

I started looking at Rest APIs. The rest APIs does not support uploading from a local location :S

I switched to Powershell. Powershell can do steps 1, 2 and probably 3. But not the 4th (publishing as an app)

 

I am thinking now to write the whole thing in C#??!! Would that make sense? I cannot find a proper documentation on .NET SDK for Power BI. Would the above steps compeletely covered in .NET SDK? 

 

Any comment and idea is highly welcome, as I'm still confused.
