Manage groups/users on Power BI Server using REST API

Is there a way to programmatically add groups/users in bulk to the site and manage users and groups using the REST API or some other method?

This is to add users to the site, not add an existing user to a folder/report.

Looking at the Power BI Server REST API here:

It looks like nobody here is familiar with the API?
