Hope you are well.
As the title says, do I have to create a new workspace before I can put my report in this new workspace, and then publish this report to free users in the new workspace?
Also, can I set the user to come in and open the link to my report to display it full screen?

There are two scenarios that you can consider.
1. If you as a Pro user want to share a report to a Free user, the prerequisite is that the workspace where your report is located must be assigned Premium capacity (requiring the purchase of a P SKU), otherwise it is not supported.
2. If you don't want to buy extra Premium capacity, then you can consider Publish to web feature, Free users can view your report normally, but it means anyone who has the link to the report can view the report, please make sure your content doesn't contain any sensitive and private information.

Cool, thanks. BTW, could I know If a report is published to the web, will the data permissions set in the report remain in effect? For example, AU users can only see AU data, will this data permission still be effective on the web?

No, These settings will not take effect.
When you use Publish to web, anyone on the Internet can view your published report or visual. Viewing requires no authentication. It includes viewing detail-level data that your reports aggregate.
Reports using row-level security aren't currently supported or available with Publish to web.
