Hi,
i am very confused with all the possible combinations of licensing the power.
here is our scenario please let me know how can be done with minimal cost:
1) using power bi server locally with our SQL server
2) 2 developers to design and publish reports
3) 10-30 users to login using thier domain accounts and view reports while the stored procedures will get user id (domain account) as a filter for the data returned.

@rafi_newman If I am remembering correctly, you will either need a P1 license where you get the entitlement for PBRS or you need SQL Server Enterprise with SA. You will also need a Power BI Pro license for your 2 developers.
