I have created a Paginated Report Parameter that displays a list of Legal Entities and the user can choose one and refresh the report. I want it however to default to selecting ALL of them - but this does not seem possible?
Also - seocndary question - If ALL are selected I'd like it to say the word 'All' (or similar) in the textbox on the users screen, instead of showing the first Legal Entity even when they are ALL selected

If you are using a relational database as a data source then you can do the trick in your SQL statement.
For example:
SELECT * FROM PRODUCT_TABLE
WHERE CASE WHEN PRODUCT_NAME="All" then "All" ELSE PRODUCT_NAME END IN @PRODUCT
Then, the default value of the parameter "@PRODUCT" can be set to "All" in the report builder, so that whenever the user running the report, the filter for PRODUCT will be ignored.

Have you considered adding a fake "All" legal entity row to your source data, and associate it with summarized data? Alternatively you could create a calculated column or measure for this.
