A solution that worked in a recent case of this error:
Manage Relationships showed relationships including some between tables /queries that had since been deleted.
More than one of the defunct Relationships even remained checked as "Active".
Deleting all Relationships that joined to or from any deleted tables or queries immediately resolved the issue.

I had the same problem and it was because of some relationships that were one to many and when I changed that I could refresh without errors,

@alwynrees - I was having this same issue. @dcorentin' comments at the below issue link around removing the one to many relationships helped me resolve this error.
You could get an error if you are using window 7. Power BI Desktop is no longer supported on Windows 7.
