Help With expression

I have this expression in a table:

=Sum(Fields!External_20_Review_Fee.Value)

It keeps haveing an error because there are blanks in the column. 

HOw do I ignore the blanks and add up the numbers. The blanks cannot be turned into zeros because of the requirement of the report.
