How can I export a paginated report to tsv with a tab delimiter? In SSRS I could add an extension to the config file but that doesn't seem to work anymore. The option still shows but the file has a comma instead of a tab for it's delimiter.

editing the config file definitely still works. Below is the config I'm using (note that there is an acutal TAB character in the FieldDelimiter)

I did not have my Field Delimiter set like yours. It worked after changing the field delimiter to match yours. I also had to stop reporting services and restart it using the Report Server Configuration Manager. Restarting the server did not work.
