Adding Comments to Power BI visual

Hello good people. I'm new to the Community.

I need help with adding comments to my 2 visuals. I can create another visual on the existing visual. What i wanted was if i hover over the visual then the comments should pop up for that specific visual.

What would be the source of these comments? Is it static text?  In that case you could consider using custom tooltip pages.
