Do not have permission to export underlying data

I created a dataset in PowerBI Desktop which consists of 9 queries to a SQL Server using DirectQuery and the 9 queries are connected with each other. I published the dataset to PowerBI Web for others in my organization to create reports using these queries. Currently, some of the reports allow me to export underlying data while others say I do not have permission to export underlying data. I am also the owner of the workspace I am working in and have powerbi admin rights.

Do you have the export setting turned off for the report?

Are the ones where you can export also DirectQuery or import?

The ones I can export are also DirectQuery
