Do I need separate Power BI Report Server license in addition to Power BI Pro license ?

If I want to create and publish Paginated reports using Power BI Report Builder and our company has a PowerBI Pro license,  do we need a separate Report Server license? The data resides on an Azure SQL Server. 

What are the limitations, if any, if I do not have a separate Report Builder license?
