At the request of the Security team, is there a way to disable the comment feature for the Browser? They are concerned that allowing file uploads or attachments might impact the overall system. Previously, this feature could be disabled via the database, but it seems that option is no longer available. Is it no longer possible to customize this functionality for application users?

We understand that the current approaches do not fully meet your requirements. As of now, Power BI Report Server (PBIRS) does not provide a direct, built-in option to disable the commenting feature completely.
As a best practice, we recommend submitting a feature request through the official Microsoft Fabric Ideas portal:
Fabric Ideas - Microsoft Fabric Community
This ensures that your requirement reaches the product development team for consideration in future updates.

However, I need the solution for the PowerBI report Server, not the Service. Other tôpics are also related to the Service, but I need the solution for the on-premise server. Any ideas?

Currently, Power BI Report Server (PBIRS) does not provide a direct option to disable the commenting feature. However, you can restrict commenting using alternative methods.
One approach is to modify user permissions in SQL Server Management Studio (SSMS) by restricting access to the ReportServer database tables that store comments.
Another option is to hide the "Add Comment" button using custom branding, where you modify the CSS or JavaScript in PBIRS to remove the UI element.
Additionally, you can adjust role-based security settings in PBIRS Site Settings , Security to prevent users from adding comments. If needed, review PBIRS configuration files for possible customization.
Since Microsoft does not offer an official way to disable comments in PBIRS, submitting a feature request to Microsoft may be beneficial:

Yes, you can disable the comment feature for all users in Power BI Service. Previously, this might have been done via database settings, but Microsoft has moved most administrative controls to the Power BI Admin Portal.
Navigate to the Admin Portal and go to Power BI Service then Click on Admin Portal, Tenant Settings
After that look for options related to Commenting, if available, disable comments globally or restrict them to specific users.
