These options menus are the default features of the underlying design, they don't give the user customization permissions, they are fixed. It doesn't matter if it's in Power BI Desktop or in Report Server.
However, in Power BI Desktop, you can consider using bookmarks and buttons as an alternative to customize features such as jumping to pages and navigating between different visuals. You can check the following links:

This is the layout of Power BI Desktop, and you can't customize these options directly in general. It's only when you put a field into some visual that its options menu might change.
