Create subscription without SQL Agent service

I'm wondering if it is possible to create a subscription that delivers the report on schedule without the usage of the SQL Agent service.

No it is not. Subscriptions are implemented as SQL Agent jobs, when a subscription is created a matching Agent job is created. If the SQL Agent service is not running the subscription will never run.
