Create a Meassure

Hi guys, i´m a new user in power BI, and i need help to make a new measure, please,

this is my problem:

i have this table 

Fecha	N° Carrera	Posición	Dividendo
22-08-2018	1	1	3,4
22-08-2018	1	2	4,6
22-08-2018	1	3	5,7
22-08-2018	1	4	3,7
22-08-2018	1	5	5,9
22-08-2018	2	1	10
22-08-2018	2	2	12
22-08-2018	2	3	2,5
22-08-2018	2	4	3,4
22-08-2018	3	1	1,7
22-08-2018	3	2	4,7
22-08-2018	3	3	5,6
22-08-2018	3	4	2,7
22-08-2018	3	5	10,8

and the measure is for count how many times in the same "Fecha" and in the same "N° Carrera" for "Posición" = 1, the parameter "Dividendo" is the minimum value, for this example is 2, the dividendo 3,4 and 1,7 of N° Carrera 1 and 3

Hi

Could you make your question clearer? What value to you want to return in the measure. From your question it sounds like a count but I didn't get what you are counting and the criteria for the count
