How do I create a dataset on Report Server?
Everything I find on Google is for Power BI Service.

There is no dataset in Report Server like you understand in Power BI Service. Bacsically, you use Report Configuration to create a database in your SQL server used to save report server data, and then yon can use Desktop for RS create report and save it to the SQL database.

You will create the datamodel and visuals/Report using 'Power BI Desktop Optimized for Report Server'. Based on your post you have already installed May 2021. Once you have created a report with dataset, select File -> Save as, you will see an option called "Power BI Report Server" as shown in the screen shot below. Once you select the report server, it will show the report folder where you can publish the report/datamodel.
You can not reuse the datamodels in Report server as we can reuse datasets from Power BI service., if that's what you are looking for.
