Cant change Power BI Reporting DB ?

Hi, I am a SQL DBA who is fairly new to the Power BI admin side of things.

I have been asked to change an existing deployment, to move the SQL Workload off one server to another.

Currently Server A Hosts the Power BI Reporting, the databases for this are on Server B, these are the databases I need to move to server C.

However when I try to move the databases and re point the database via the Database/Change Database/Choose an Existing  Report Server Database functionality, it says. 

"This Edition of Reporting Services requires that you use local SQL Server realtional databases"

Thing is, this happens with either the name of the new server (C) or the existing one (B) which is already in and working so its already using a server that is not local, I can see connections to it ? So it must have been accepted at some point. Both servers can be succesfully connecto using the "Test Connection". 

Another thing that seems unusual, and may be related, on the front page, under Report Server Status it has an instance ID of "PBIRS", and the next item down is the edition which is blank.

Any ideas, suggestions gratefully received.

Guys, thanks for the replies, looks like it was some kind of corruption or other issue since the laast upgrade, a colleague put the latest update on and it has started working, this one,

I think d_gosbell was right about it not being able to detect the edition, as now its showing in the Config Manager, and will let me past the point where I need to put the new db details.

I realize this is marked resolved but if anyone else happens upon this page I wanted to give an alternate solution. It seems there is some sort of bug in the installer that can miss the registration of the Edition for SSRS. I have only seen this happen on VMs but I can't say that for certain will be the only case. The screen will look like this. 

You can see that the edition is blank eventhough you put in the Standard or Enterprise license key at install. This is a problem. 

I have successfully resolved this multiple times on different machines by running repair. If you go to control panel > programs and features > uninstall / modify a program then right click the Microsoft SQL Server Reporting Services line and click Uninstall /Change, it should bring up a screen with options and repair is one of them. Go through the repair process and restart. This should register the edition properly and you will now see something like this

Once it is correctly showing the edition, you should be able to go through the database config with it pointing to a DB server not itself without issue.

So the post by Lucien is correct for SQL Server Reporting Services. But it is not correct for Power BI Report Server since it ONLY has Enterprise or Developer editions, it is not available as part of SQL Express. I think the issue is happening because the configuration tool cannot detect the edition. This is not the expected behaviour, I think you should raise a support ticket with Microsoft so that you can get a support engineer engaged to help figure out why the edition is not being detected correctly.

According to the error message.
When using SQL Express, the data source should be local SQL DB.
With SQL Enterprise, Standard, BI versions, you can create data solutions hosted on other servers.
