Microsoft hasn't allowed us set up organizational accounts in he PBIRS yet.
Does no one use Power BI RS with Azure SQL as source?
No, the documentation link you posted in your first post is still correct. The only authentication method PBIRS currently supports against Azure SQL is username/password.

Hi d_gosbell , thank you for taking time to look at my problem. Any change you know why Power BI RS can't connect to Dataflows?

No I have no idea.
But if I had to guess I'd say it's probably because one of the primary use cases for Power BI RS is when organizations have restrictions preventing them from putting data in the cloud. If you are using dataflows your data is already in the cloud so using the Power BI service would seem to be a better choice as the cloud service is always going to have more features and functionality than the on-prem version.
