Allowing users to export database table

I have some report to share with a colleague, but I must manage permission for every group of user; some user can extract the data in excel, some user cannot have this possibility.

it should be possible to manage it in PowerBI?

This might not be possible because, the least power you can give to a person is "Browser" and you can still export data in that.
