Access for all internal users to an embedded report

We embedded a PowerBI report in SharePoint and want to share with all internal users. Is there a way to do that without using an AD group? (Something similar to SharePoint's 'Everyone except external users' group)?

There's not an equivalent for reports, only for apps (you can set those to the "whole organization"). You really should have an all-staff AD group one way or another though, it's useful for many other things as well.

If this is the Power BI cloud service you are talking about then you could possibly use a dynamic group to create a rule based group so that you don't need to maintain it manually. Create or edit a dynamic group and get status | Microsoft Learn
