Real‑Time Dashboards cannot be created

Hi all.

We’re currently facing an issue in the a Fabric tenant that prevents us from creating Real‑Time Dashboards. According to Microsoft documentation, this feature requires either a Fabric Premium capacity or a Premium Per User (PPU) license.

For example:

In one tenant (F4 capacity, North Europe) with a user licensed as Premium Per User, the feature works as expected.
In another tenant (F16 capacity, Southeast Asia) with a user licensed as Pro, Real‑Time Dashboards cannot be created. The error shown is:
“Real‑Time Dashboard item can only be created if this action is enabled in the tenant. Ask your tenant admin to enable this.”


This error is confusing, as the option to enable the feature is no longer available in the Admin Portal.


Anyone had a similar issue?

    It soulds like the tenant setting for "Users can create real time dashboards" is only enabled for specific groups. In your first example, the user must be in the group where this is enabled, and in your second example, the user is not. 

     

    Ask your tenant admin to enable it for your other users.

    I got already a confirmation from our tenant admin that this option is not available in the Admin Portal anymore, since this feature was promoted to General Availability.

     

    Looks like an issue with Fabric or with the documentation.

    Is the workspace attached to the capacity? a PPU license holder does not need the workspace to be on the capacity, but a pro license holder does.

      Yes, the workspace is linked to a F16 capacity.
      I did some additional tests and I can confirm that an user with a Pro license cannot create real time dashboards, while a user with Premium or Trial can do just fine.

      Looks like Microsoft documentation is incorrect or not yet updated

        THat's very interesting. I wonder if this is one of those features that requires an F64 or higher capacity?  I don't see anything on the documentation about this, but the documentation also still references the preview setting in the tenant, so it is clearly outdated.

  • I'm the tenant admin in this case, can confirm that the setting is not there (it's not in the new or updated settings either)

      Yeah that was my bad, I forgot these individual item settings are removed once something goes GA. 

       

      is the workspace where the RTD is being created on a capacity?

    Thank you for providing the additional validation. From your observations and what we're seeing with other tenants, it appears that Pro users are currently unable to create Real-Time Dashboards, even when using an F-SKU capacity workspace. PPU and Premium users are not affected and can still use this feature as expected.

    The tenant setting mentioned in the error was removed when the feature became generally available, so the error message is outdated and does not match the current platform behavior. This suggests there may be a licensing alignment issue or a post-GA regression, rather than a configuration issue on your end.

    At this point, the recommended next step is to open a support ticket with Microsoft Fabric Support. This will allow the engineering team to verify if this is the intended behavior and update the documentation if needed.

    The error suggests this is more likely a tenant configuration or rollout issue than a capacity issue.

    A few things to verify:

    • Ensure that Real-Time Intelligence is enabled for your tenant. Some features are controlled by tenant-level settings or are being rolled out gradually, so availability can differ between tenants even if both have Fabric capacity.

    • Confirm that the workspace is assigned to the expected Fabric capacity and that Real-Time Intelligence workloads are supported in that region.

    • Compare the Fabric Admin Portal settings between the working and non-working tenants to see if there are differences in Fabric feature enablement or preview features.

    • If the option no longer appears in the Admin Portal, it may have been moved, enabled by default, or be managed through a service rollout rather than a tenant toggle.

    Since one tenant works and another doesn't, despite having appropriate capacity, this points toward a tenant-specific configuration or service rollout difference rather than a licensing problem.

    If all settings appear identical, I'd recommend opening a Microsoft Support ticket with:

    • Tenant IDs for both environments

    • Capacity SKU and region (F4 North Europe vs. F16 Southeast Asia)

    • User license type

    • Workspace ID

    • Timestamp and screenshot of the error

    This will help determine whether the feature hasn't yet been enabled for the affected tenant or if there's a backend configuration issue.
