power bi api

i want to connect to 

 

https://api.powerbi.com/v1.0/myorg/datasets/df5cfbc4-c497-46b3-8bf6-88c70e72a59b/refreshes

 

but  i get i message that my access is forbiden what do i have to do from the power bi site i can see the json but i can not upload it to desktop
