I have on premise NAV 2017 and would like to setup the Power BI content pack for NAV. I must be missing something obvious, but how do you load the content pack? Is it only available for cloud NAV? Do i need to manually setup queries in Web Services? I've not found an article that specifically says download the following or one that says when connected, the following odata pages & queries will automatically be installed in your Web Services. Any help is appreciated to get me started.

The NAV content pack in Power BI Service is for cloud NAV. In your scenario, you can use OData feed in Power BI Desktop to connect to NAV 2017, then create report there and publish report to Power BI Service.
