why marekto data refresh is been disabled? what is wrong, please advise.

Could you please go to Refresh History to check if there are any detailed error messages? And are you able to refresh the dataset in Power BI Desktop? If there no issues refreshing the dataset in Power BI Desktop, re-publish your PBIX file to Power BI Service and verify that if you can schedule refresh for your dataset.

Sounds like you need to troubleshoot, using the desktop, the issue with your data source. The Edit Queries section will be where you'll need to start.
Has it been constantly failing? I've had this happen to one of my reports when there was a data source problem that persisted for too long.
