Using URI to connect to datasource

Is there any way to connect to a data source via URI?
For example to Postgres with a URI like:

postgres://user:password@host:5432/database

Only for a limited set of data sources that are accessible via Web.Contents() or ODATA .  All databases require their own driver, native or ODBC based.
